T9843A Asking Permission

Should we obey God? Or should we obey men? Can we ask both God and Caesar for permission to do something? Can we serve two masters? What if we ask Caesar for permission to do something that God has already instructed us to do? and Caesar says, "No!" Do we do it anyway? If we will obey God despite what Caesar decrees, then what is the point of asking Caesar's permission?
